Why can't I add a comment or turn on change tracking for the word doc exported by the Report Writer?

I am using Version 10.0 build 20120125. From the Report Writer I exported the report and saved it as a word documents. Now I cannot turn on change tracking or add a comment to the word document. I have checked the protect settings for the document and it is set to ‘Unrestricted Access’ but none of the review features are active.

What to do?

We are no longer maintaining Report Writer. Would you consider using Report Composer instead? The templates you defined for Report Writer, if any, will remain usable Report Composer. For details about Report Composer, please read:
