Actor, named user , uses the system after each year to collect certificate( use case ) , does this require a new use case diagram?

I already have a use case diagram that represents the administration system with actors including students,lecturers and student admin.However there is another actor named user that uses this system at the end of every year to collect the certificate of students , can i embed this to my current use case diagram or do i need to create a new one.

Thank you for your question. First of all, there is no absolute right or wrong for your question but I would prefer to include the new actor in the same diagram because the use cases associated with “user” are still within the scope of the administration system. If you want to indicate the fact that the use case ‘collect certificate’ is only active at the end of every year, you can add a note shape or represent that with another color.
