Connection Errors - Unable to connect to floating license server

Receiving the following connection error.

please advise. I am currently using this in an office setting. What things can IT at the office look into to get access to the license server?

This was a network issue where the network port I was using was blocking HTTP connections as even svn save as from tortoisesvn repobrowser was also getting blocked.
