I checked the Postmania documents but couldn’t find the answer. Can we create a generic user with only view permission for the diagrams we share from Postmania?

The PostMania is to share a diagram to your specified user and let him view/comment your diagrams. Sure you can share your diagram to a generic email address. As long as you have setup that “generic email” in your system and you grant all your users access to that email then they can get access to the shared diagram.
If you just want your diagrams being “viewed” by your users then you may consider to use the enhanced Project Publisher in v17.1. The new enhancement allows you to publish your project to your repository with access control support. If you specify to allow everyone access to the published content then all users can access to it as long as he got the URL.
